Different authorities and legal tests
FINTRAC administers Canada's federal AML registration and compliance framework for covered money services businesses and foreign MSBs. FinCEN administers the U.S. federal MSB framework under the Bank Secrecy Act.

The U.S. adds state complexity
A U.S. federal registration does not settle whether state money-transmission licences are required. That issue can materially change launch sequence, budget and customer availability.

Plan one operating model, then localize controls
Build a common group-level map of services, entities, customers, counterparties and asset flows. From that base, create jurisdiction-specific registrations, risk assessments, policies, reporting processes and compliance ownership.
